Submitted I 130 application sent to chicago, application accepted but sent to California with WAC

My question is i am from florida(petitioner), i am filing for my brother.

Sent application to chicago(I130) now recived a email notification:

Your USCIS application/petition has been received and routed to the California Service Center for processing. Within 7-10 days by standard mail you will receive your official Receipt Notice (Form I-797) with your Receipt Number WACxxxxxxxxx
-------------------------------------------------------------

I was thinking, it will be processed @ texas regional office, since my home state Florida belongs to texas USCIS region.

USCIS sends certain forms to certain Service Centers for a variety of reasons. Some are jurisdiction based on where you live but some are concentrated workloads based on a concentration of expertise, while at other times USCIS shifts large volumes to where the workforce is available to get the job done quicker. It is really nothing to even give any thought to.
