Submit I-485 before July 30 via first class mail... Pay new or old fee?

Another question from my friend who is sponsored based on family based 1st category... most likely his priority date should be current on August's bulletin.

If he mails his application via USPS first class before Jul 30, let say Jul 28 which is saturday, and the application arrives USCIS on or after Aug 1st, should he pay old I-485 fee, or the god damn $1,010?

I know it sounds a bit creepy to save $ in this way but that's a couple of hundred dollars difference... considering that he has his H-1b and he doesn't need that advance parole and EAD at all.

For as long as the petition was postmarked (received by the postal service or private curier service) before July 30th. He should pay the old fee.

Is not wrong to save money... but you can send us some ;)
