Is applying for government student loan for studying in college violates the public charge issue?

Though student loans is a financial aid, it differs from other aids such as scholarships and grants in the sense that they must be repaid in future. Students loans comes in various forms such as Federal Student Loan made directly to students; Federal student loans made to parents; and Private student loans made to students or parents. I'll not delve into the specific of each loan.
To become a Public Charge means not able to support yourself and depending on benefits such as cash (in a form of Temporary Assistance for Needy Families [TANF] or Supplemental Security Income [SSI]).
To determine if a person has become a public charge, the Immigration and Naturalization Service (INS) may look into whether the person have used cash welfare, such as SSI, TANF, or General Assistance, or if the person need long-term institutional care, and may take into consideration such factors as age, health, income, family size and education and skills.
Utilising the student loan facility will not cause a public charge problem because they are supposed to be paid back in future. Those benefits that can cause public charge are those that are deemed irrecoverable such as being in a nursing home or other long-term care or being your only
means of support.
In short, you could become a public charge only if because of poverty, insanity, disease or disability, you become permanently dependent on the government for subsistence in a form of public cash assistance for income maintenance or institutionalization for long-term care at government expense.
