Student in need of a plain words answer to PERM question

Hello,

I am a student in my sophomore year of college. My dad recently started his GC process in PERM. I heard something about a bill being passed that allowed people to still get their work permit soon even though the actual GC would be delayed because of the retrogression stuff. Is this true? If so, how long do you think it will take for the work permit to come through?

I am asking because right now, the work permit is more important for me. GC and all I can wait for.

Subject to senate/house approval and presidential signature, what you have heard is indeed true. However, the approval is subject to house hearings and regular politics, so no timeframe on how long it will take for the bill to become law. Recent trends suggest that you get EAD (work permit) in about a month or 2 of filing for the same. However as with financial stuff, past performance of USCIS is no guarantee for further results.

It is only a 'mark up" for the proposed bill. The actual bill has to be debated further in both houses and passed to be signed into law by the President. The bill itself can go through amendments before the final version is passed.
This could take another 3 months.
 
Bummer.. so even the work permit is still affected by the retrogression stuff?

I was curious because according to one of my dad's colleagues, the senate passed the bill and only the house and GW have to pass it now. Any truth to this?

No. The bill has only gone through the initial commitees; Senate Judiciary & Senate Budget. It has to be debated and passed in both houses; Senate & House of Rep. Still a long way to go.
