Still technically "we" can't expedite the NC process, but force USCIS to expedite our case processing so that USCIS asks FBI to expedite the NC.

Yes, we're basically saying the same thing in a different way. When I mentioned WOM and 1447(b) lawsuits, I thought it would be understood that "we" can't directly expedite the name check via those filings, I didn't think it was necessary to spell out that the expediting would be indirectly initiated through the court.
