Strang Email from a recruiter company

I received this email from some Software Consulting company. I am not interested in this deal but just want other people to be vigilant. Something is fishy.
I guess guy is lieing. As per my information. LC approved for one person cannot be used for any other person. LCs are approved for specific individuals and hence are non transferable and Also you have to get your H1 Transferred to your new employer first before starting the LC process, but i wonder why did he take chance of sending such email to me.

--- -----You are not correct. Approved LC can be used for other employee if the other employee meets the required Education and Exp on the date LC was filed. He should have same education, skills and exp required before the date LC was filed and required on ETA750 A. That is called Labor substitution and many have filed I-140 and based on Labor substitution

----------- Somebody may have provided your email to him, many get referral fee if some one joins them.
One should ask the person who sent you email that you would like to have a look at approved LC copy that has DOL approval page at top and ETA750Aand ETA750B, but how you will know that this particular LC has not been used?
Better to find out about the company those who work or worked with the company they can give the correct picture of the company. I suspect something is wrong with this company. If the person is on project and getting $50/hr why he will join them, his own or current employer can file for LC or would have filed because the person is on project and his company is having cut and they don’t want to loose the employee. The other reason for this kind of email is that at present about 30000 H1B visa are already filed and pending with BCIS and everyday more H1 are being filed the cap is only 65000 for 2004 and about 8-12 % H1B are reserved for Singapore and Chile and 65000 is expected to be consumed by Feb./march 2004 (Bush signed some agreement). This particular employer may be trying to find out employers who have US exp and if he transfers H1 it will not be subject to H1B Cap and having them on project is beneficial to him. I hope many will be getting this kind of emails in coming months.
 
yes, ginnu you are right. i have been looking for a change and have heard similar stories from a recruiter friend. there are companies that open satellite offices in states like delaware and illinois and use it only for filing labor. they then try to attract consultants who will work for them on an hourly basis, give them a cut and maybe also pay them a little extra for processing the GC (and having a pre-approved labor). since you are a consultant, you don't get insurance and don't get paid for time off etc. this is just another revenue stream for them.
