My friend got her NL in mid-July, in 2006 and they got their GCs with no problem.
 
My opinion is that the September bulletin marks the official end of the DV selection process. This is because it usually has the results of the NL’s sent. If you have had no NL by the beginning of August then I’d would say that you want get one this time.

i have my NL at 4.6.2008 and me number is AS11XXX
i am from Jordan but i live in Germany. Wait till the end of July.
My friend got her NL in mid-July, in 2007 and they got their GCs with no problem.
