my mom received greencard in 2002 for the last five years stayed in usa for 35 months. one time she stayed for 11 months.

will this affect citizenship.

is there any other option for applying citizenship

when can she apply for citizenship

also her husband (my dad) recently received us citizenship
 
The rules are summarized quite nicely in USCIS M-476 Guide to Naturalization. However, here are the basics...

A person normally needs to accumulate a minimum of 30 months physical presence during the 5 year waiting period. In addition, they are expected to maintain their continuous residence by not being outside the US longer than 6 months (180 days) in any single trip.

That said, a person who primarily appears to be living outside of the US, will have a difficult time proving they meet the residency criteria, and thus be unable to naturalize.

Whats not clear to me is the breakdown of your mother's time abroad over the past 5 years. If there were significant periods of back to back trips (i.e. her primary residence was overseas), she will be in for a tough time and may get better results if she wait longer before applying.
