Statutory period

I have noticed a lot of interpretation and confusions on the subject " Good Moral Character " on N400 form.

This is what I was able to find from CIS web site under "General Naturalization Requirements"

Good Moral Character

Generally, an applicant must show that he or she has been a person of good moral character for the statutory period (typically five years or three years if married to a U.S. citizen or one year for Armed Forces expedite) prior to filing for naturalization. The Service is not limited to the statutory period in determining whether an applicant has established good moral character.

Now here is the argument:-

1) Is traffic tickets considered in Moral Character ?
2) Any record prior to the Statutory period (befor 5 years), Does it need to be mentioned in the N400 form Questions 15 to 21 ?

What do you think?

All questions 15 to 21 say " have you ever " , so what is the point of mentioning Statutory period? don't you agree with me that since there is a mention of statutory period , "ever" could be interpreted as "have you ever did this and that within your statutory period" ?

Just a thought , what do you think?

It's just confusing , as all references in any websit points towards the 5 or 3 years statutory period.

There have been instances of INS interviewers asking
for proof of simple speeding ticktes (deposition) that occured
over 10 yrs ago. 'Ever' means Ever... Statutory periods
are for DMV/Driver Record purposes
 
Maybe not... I had a simple car accident and called the cops and I did not list it in N400 as I was not "detained". This appears
however on the DMV record..

If an officer of the law ever detained u (speeding/dui/moving violations ) not including parking violations, list it. Simple.


For most minor violations (except stuff like DUI that has no stature of limitations ) INS does not care much
