Status for daughter if mother is a perm resident??

If daughter is over 21 (23) and not illegal and mother gets status from domestic abuse special status (I-360?). Can the mother file an I-130 petition for the daughter if she is in the US and not abroad? Will it have any affect when she is rewarded her visa?

It depends on type of visa. If it's H1 or L1, there is no effect, otherwise, there is some affect.
