Statement of Need for J1 Residency

Hello, Does anyone know if we can apply Statement of Need from India within USA instead of applying to Ministry of Health in New Delhi, India.

I think for first time J1 application you need SON form health ministry NEw Delhi, yearly extensions can be done form here.
