Hi,
I have been in INDIA for 4 months on job related work and returned to Chicago on 15 Jan 2009, my eligibility for N400 (5yrs-90 days) is March 15, but based on the rule

state or district for at least three months rule,

Should I apply on 16th April 2009 as I came to chicago and took the lease, DL, etc (before this stayed in NY) or should I calculate 90 days from 15 Jan 09.

Bottom line is what is the 3 months , 15jan-15April or some number of days.

Calculate 3 months from the date you started to reside in Chicago. It's best to go by the issue date on your DL and calculate from there, so late April would be your timeframe.

Is that the only way that they calculate how long you've resided in a particular state? What if you moved to another city and lived there for a while but didn't change your license till much later? How do they actually verify if you've been a resident for a state for atleast 3 months?
