What's State Health Care?

My brother is ok, but at the trauma center. He did not work so he didn't have insurance. The hospital put him on Access. We are in Arizona. Is that a welfare program?

My father sponsored for my family's green card (I'm not included). They are all on the green card. My father is applying for his citizenship. Will the State health care affect my father's eligibility for his citizenship?
