From heresay, I have been told that your LC can be filed either in the state you are working in or the state you company's headquarters is in (if different from your job state)?
This is true in case of Consulting Company where the employee has no fixed job location so the LC can be filed at HQ (Saying the Primary Location is HQ ) or at the current working State (Saying that's primary client location).
