Starting time of application and number of months

1-When you apply for citizenship, 90 days before 5 years is up after getting the green card, for the overall number of months you have, do they count the months up to 4 years and 9 months, when you apply, or, do they assume you will stay in the country for another 3 months during application and count those months too in total - because if they do not count, and since you need to be present in the country during applicatoin process, then after 4 years and 9 months until 5 years you will accumulate another 3 months which they do nto take into account?



2-90 days physical presence in the place where you apply does it mean just prior to the application? So say if you are outside the states do you need to come back at 4 years and 6 months, so that first you will have 90 days before the application and then you start your applicatoin at 4 years and 9 months?

Physical presence must be met at the time you apply. So if you don't meet physical presence requirement at the time you apply 4 years + 9 months, you will be denied. In other words, they don't add the time after you send in application towards physical presence requirement.

It's at least 90 days of residency in the district from which you are applying from, not 90 days of physical presence. If you leave the US and have broken your district residency ties (for example by moving), then you would first need to reestablish district residency ties before applying. However, if you return to live in the same district before you left, then you have met the district requirement (provided it adds up to at least 90 days).
