Start of the 180 Day Clock

When an F1 visa holder is not permitted enrollment in school for future semesters, due to lack of attendance (family emergency), on what day does the 180 day clock start which applies to the bar? I've read that F1 holders are given 60 days before the 180 begin to accumulate...making the total time 8 months before a 3 year bar would be instituted. Is this true or do the 180 days start on the day that the school reports to ISO that your are out of status?
 
The 60 day "grace" period follows graduation.

If a student has a "family emergency', why is he still in the US. A "family emergency" implies the student would return home. If the student cannot afford to pay tuition and fees, they also cannot afford living expenses.

A student generally has a non-specific I-94 date which has different rules for illegal presence. Review them.

A student with an absence from the country exceeding 5 months requires new stamping which will be more difficult when the student does not follow the rules governing the student visa status.

A DSO report may trigger ICE picking up the student for detention and deportation proceedings.
