Start date for H1 when transfer from L1

Pls someone help me out to solve the following doubt:
If i file for transfer of L1 to H1 and give the start date of Nov 1st. If my H1 approve before that , then can I join after oct and before this start date.I mean if I join on oct 1st, is it legal, though my start date i mentioned nov 1st??
