I am planning to go to Mexico to stamp H1-B visa. In case I get rejected, Can I re-enter US using I-94 form came along with H1-B vias approval from INS. Any responses will be highly appreciated.

I planned to do the H1 renewal in Mexico U. S. Consulate in Matamoros.
Does any one has any idea about how long it take to do the stamping for h1 renewal. Please help me out.
