I recd my packet 3 a couple of weeks ago and it instructed me to send the the filled DS-230 form to the consulate in Columbo - I am from Sri Lanka. I was wondering if this new procedure applies only to Indian nationals. Can someone please clarify this for me. Thanks.

I believe there is a list of embassies where this new procedure is being followed. Your embassy may not be in that list.
