The requirement to register for selective service only applied to males aged 18 through 25 living in the US, execpt those on non-immigrant visa (F-1, H1B.etc..), so you didn't need to register. The 26 to 31 age reference you are referring to applies to male naturalization applicants who must must demonstrate that they did not knowingly or willfully fail to register or were otherwise not required to register.
