What state are you in? I am in PA and here I got my SSN based on my H4 visa, but I got a letter from the License center that I need SSN to apply for driving license and the social security office accepted that and gave me a SSN card with a stamp saying not authorized to work. I think banks too have similar kind of forms. After I got my EAD i got a new ssn card with no stamp on it. Hope this helps..

In Virginia, you dont need to have a SSN for a license OR bank account OR study at a college OR even for your children to go to school. You can only get a SSN if you have a EAD.
