SSN for H4 visa

My wife is here on a H1 and our dauther on a H4. I went to SSN office for applying SSN's for both. They said they can't give SSN for H4. How true is this?

yes thats absolutely true.However, you can get TIN no. (Tax identification no.) on H4 Visa.
