how is it possible

As per USCIS website they are processing July 2003, I -140 cases.

This case was received in March 2004.

Does this mean that they are actually processing March 2004 cases but their website is not updated?

I am confused?

No, the website says what they are actually doing, but there are later cases which somehow get into hands of officers and get approved.
