Spouse does not want to go for interview!

Hi forum,

Please help me with the following question:
There is a winner of DV-2010 who is almost guaranteed a GC (has education, work experience, language, $$, no criminal records). He wants to get the GC, but his wife thinks that she does not want to go for an interview. Her reason is that she does not want to do additional immunization for her and their small child. She is at all not so much interested in immigration. Would the winner be able to go to an interview alone? Could they reject him only in the ground that his family is not following him? What if his wife change her mind later on and decide she wants to go to US, would she be able to? The winner is not planning to receive citizenship. Is there any visa for family member of GC holder (V) ?
Any help is appreciated!
 
As far as I know the only thing is a visa waiver or tourist visa...

This is a personal matter of the applicant and might be a concern or questions be asked at the time of interview.

About the rejection...I have no clue, I think it is up to the person conducting the interview based on the applicants eligibility since the interviewer has also nothing to do with the applicants personal life...JMO!

To me it is sad for the child who might have her daddy in the US and a mommy in Europe...but that is not the question of the OP...
