Sponsoring Visitors Visa for my wife's grandmother

We are looking to sponsor visitors visa for my wife's grandmother. Who should send the I134? Can I sponsor her? Or Does my wife have to do that?

Your wife can sponser her, if her income is low, you can co-sponser along with your wife.
