Sponsoring Step Son

I am sponsoring my step son for a green card. They approved the 1-130 and now I got a notice asking for a $380 fee to continue processing. What happens at this point? Does he get info to apply for a VISA in Kiev? Is there a time limit on that VISA? I couldn't find any easy found info on this!

Just follow the steps that you are told to take. The visa is immediately available for your stepson if he is under 21 and unmarried, assuming that you are a US citizen.
 
that's right. The National Benefits center will send you and him the information he needs to get a visa at the consulate.

I guess I am trying to find out what the nuts and bolts process is going to be going forward. They already approved the 1-130. Now they've asked for the Affadavit of Support and another fee. Once I submit these, does it trigger paperwork for his immigrant visa to be sent to him in Ukraine?

How long does it take for Immigration to send out Visa materials? What if he doesn't want to immigrate here this very moment, but later? (He's 15 and living with his mother). Can he get the VISA/Green Card and come here for visits or does he have to relocate immediately, permanently?

yes

isn't his mother going to immigrate as well? He needs to immigrate before he is 21, and there are other nuances.

it will be in his best interest to immigrate now, assimilate, adapt, finish high school here, and go to a university here for his future. I know that from my husband's example, since he came here when he was 14. He has no accent, he has local education and he got it with a local scholarship, since he finished high school in the same state, he has US work experience, and he is completely assimilated into the US culture (without losing his roots).

He will be able to be absent from the US for up to a year each time, and if he needs to be absent for more than a year but less than two - he needs to apply for a reentry permit (Form I-131) while he is the States. He does not have to wait for its approval though. He needs to have proof that he actually resides in the States with him every time he reenters. Family in the States is a good proof, and it would be good to get a State ID (not necessarily a driver's license - I hear insurance premiums are horrible for that age).

P.S. sorry, I assumed that you were stepfather (your last name), but it looks like you could be a stepmom.
