Sponsoring my Stepmom

I was born in the Uk, but I am now a U.S. Citizen. I am 50 years old.

My dad and my stepmom were living together for 11 years as common-law spouses before they got married.They eventually got married when I was 19 years old. They were together 32 years when my father died last year.

Can I sponsor my stepmom to the US from the UK in this scenario? I was 19 when they married, but they had been living as common-law husband and wife with me as their child for 11 years prior to that.

I want to bring her here to care for her as she gets older.
 
The US does not recognize common law relationships for immigration purposes, so the date of legal marriage is what counts. Unfortunately immigration law requires that to have been before you turned 18 to create a stepparent/stepchild relationship that is valid for immigration benefits.
 
I looked into her formally adopting me, but in Britain you can’t adopt someone older than 18.
Seems there is no way to formalize our relationship in either country.

For US immigration adoption usually needs to occur before age 16 with a number of other conditions too, so even if UK law allowed it it isn’t a path for immigration.
 
This is very depressing. The lady devoted her life to raising a step daughter. And I can’t look after her in her old age without leaving my country and my home, my work and my family.
There is something so wrong with all this.
I assume there is no special appeal system?
