In 1998, my family entered into USA after my father won green card. At that time my brother was 11 year old. Few years ago he was deported after his felony charges. Would he be able to come back to US if I'll petition for him? Thanks.

Who was deported, your father or your brother?

If your father is the one who was deported for a felony, and your brother simply accompanied him because your father was his source of support, your brother should be able to return if he doesn't have other issues himself.

If your brother was deported, the deportation paperwork would say how many years (or permanent) he is banned from returning to the US. Probably permanent, if the deportation was for a felony conviction.
