Sponsoring I-130 to B1 visa holder

Hi.
I am a U.S citizen and my brother is coming to U.S on B1 visa. I am planning to file EAD once he is in U.S.

My friend told me that once my brother is in U.S after filing EAD .He will get work permit in 2 to 3 months and after that
he can apply for travel documents. Is this true?
 
Firstly, you cannot file for his EAD.
Secondly, he cannot apply for travel documents. He has no eligibility for it if visiting the US on B-1 status.
