Sponsoring Father/Sibling

Hello,

I am a US citizen and I would like to sponsor my father and my 12 year old sister. My question is since my sister is totally dependent on my father (my mother has deceased), would they both be able to come to US at the same time or my sister would have to wait long compare to my father? Could you please advice the best way to bring them both to US since my dad would not be able to come here without my sister.

Do you think you could adopt your sister? it could be a possibility.... but I am not sure how you would go about it.
