i have question about form 1864 Im a us citizen and i want to bring my parents to usa my question is am being out of work cuz of a job injury for the past 16 months, last year 2012 my husband n I make 30k and we are a family size of 4 my mother is retired and she get retirement check every month. she can sponsor her self and my dad? she make the amount a year that the sponsor requirements have to have or she cant do that? and if she can what papers she needs?
 
Since they are outside the US waiting for consular processing, you don't need to file I-864 until after the I-130 is approved and the NVC contacts you about it.

When that time arrives, you'll file the I-864 listing whatever income you have at the time (even if it's zero), and if it's not enough your husband can file I-864A to add his income. Unfortunately your mother's retirement income cannot be counted unless she's living at the same residence with you. However her assets can be counted, if your and your husband's combined income isn't enough.

Every $5 of assets offsets the income requirement by $1, so for example if your income is $2000 too low, the assets required would be 5 times $2000 = $10000.
