Sponsor my Parents after the visa

Hey guys is there any way the green card holder (19 years old) to petition for his parents to immigrate in the US? I know that the rule states that you need to be a citizen in order to do that, but somehow I'm hearing some rumors that Dv visa winners under 21, can petition for their parents and the processing time is around 6 months.

I would really appreciate a feedback.

Fastest route, become a citizen and away you go...

Under 21s cannot sponsor their parents at all. Even if they are citizens. This is to prevent anchor babies.
You can sponsor them once you are a citizen.
DV does not give you any special privileges beyond how easy it is to get the immigrant visa.
