Sponsering a relative to Canada

I have a question about sponsering a relative for immigration to Canada. I am a permanent residence of canada and would like to sponser my sister who is single and over 18 years of age. Assuming, I have no other relative to sponser from my country, can I sponser my sister under family based immigration to Canada?

I looked at this link on CIC website, but not sure if I can sponser my sister if I have no other relative to sponser - http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp

In my case me and my family are Canadian PR's and I have a father who lives in India. I would to sponsor my sister and brother, who are both over 18, can I sponsor them for a canadian PR?

Who can be sponsored
You can sponsor:

parents;
grandparents;
brothers or sisters, nephews or nieces, grandsons or granddaughters who are orphaned, under 18 years of age and not married or in a common-law relationship;
another relative of any age or relationship if none of the above relatives could be sponsored, and you have no other relatives who are Canadian citizens, persons registered as Indians under the Indian Act or permanent residents; and
accompanying relatives of the above (for example, spouse, partner and dependent children)
Who cannot be sponsored
Other relatives, such as brothers and sisters over 18, or adult independent children cannot be sponsored. However, if they apply to immigrate under the Skilled Worker class, they may get extra points for adaptability for having a relative in Canada.
