Can i give sponsership at the same time for two person, one is for my brother and one is for my wife's father as a houshold member? Nvc demand affadavit for both.

That's completely correct. Assuming you don't have children, you must meet and/or exceed the 125% of the federal poverty guidelines for a household of 4 people (you, your wife, wife's father and your brother).
