40 could be correct.
The processing is complete, doesn't mean they have to send the approval. There might be couple of steps after that and she might be saying that other than the 40 that are assigned to IIOs, the rest are already to the next step and will be mailed soon.
That's why we see a ton of approvals after these lulls.
This is just my speculation and i have no basis to prove it.
