I made 2 calls to NSC and spoke with 2 different IOs about my petition. Both refused to give me status on my case in spite of me telling that my I485 petition has been pending for 4 years and that the USCIS.gov has an article asking people (who were stuck in Name Check) to call the service center if there is no update to the case by mid march.

Both of them told me that they were asked not to give out case details and that I should wait till end of August.

I know that the final quarter numbers will be released in the beginning of August but besides that, I don't know if they have a specific plan to eliminate the backlog.

Any thots?

I just called NSC with the POJ method and told them I would like to have an update on my I-485. She asked "employment-based?" and when I said yes she said they no longer give out information regarding employment-based I-485 applications. WTF?

I too called day before yesterday and She told me that case is moving and no other update on name check or anything. Also she mention IO's are working and they have many cases to work on.

It depends who you get on the phone. Some of them just seem to be not so cooperative and want you off the phone asap. Try couple of times and you may get lucky and find one who will give you accurate information regarding your case.
I did notice that before the memo I used to get useful info out of IIOs but lately they have been not so helpful, probably because of heavy call volume.

Or probably because they have nothing to say to you about the delay. Name Check is not the reason anymore.
Personally I think that NSC slowed down approvals significantly, especcially for
EB3.

Right, They have nothing to say, that's why you may hear today "Extended Review" or other BS when calling them. I also see that NSC does not do anything.
It looks like they like situation when they do not do anything (or minimum activity) during year, sometime by summer DoS realizes they have huge number of unused numbers, makes everybody current for one month (bunch of people with PD 2008/2007 got approved) and next month makes all EB unavailable and DoS and USCIS have very long nice vacation.
