Spoke to IO -waiting for visa number

I have just spoke to IO, she said everything is ready to go, once visa number is available. She said "It is impossible to say when the visa numbers are available". She also said "Case will be assigned to an Officer only when the visas are available.".

Spoke to the NSC POJ
Everything is cleared.
File is ready to be reviewed by officer when visas are available.
Last time POJ told me that the file is with officer for review, now different answer...

I just tried to call, it says no immigration officer available. When did you both call ?
