Spoke to IO on 7/20

Spoke to an NSC IO on Friday Evening.
He told me that I should hear a decision before August 11th. I asked him if it is in the staging area or Visa Number Assigned etc,. He could not give me the details but said thats the only message he can read from the file status. Can some body tell me what it means?

I talked to IO just now she told me application is waiting for the Visa number and told that she dont have any info on the NC or security check....but when I called last week other IO told they are cleared.
Can we belive what they are saying....?
