Spoke to IIO/Name change/DOS memo

Self: I filed my case around 22 of may for I140. How long would it take to enter into your system.
IIO: 30 days from today

Self: I filed for EAD yesterday. How long would it take to enter into your system.
IIO: 30 days from today.

Self: I read about DOS memo addressed to all consulates that I140 is not required for name change cases. Have you heard about it?
IIO: No,. Where did you hear about it.
self: on the net.
IIO: give me the section number.
self: I do not have it right now. Can you please tell me , does INS follow the guidlines issued by DOS.

The DOS memo is fake. I called DOS and asked them if it was sent to
 all the CP centers. They were surprised by the rumor and asked me
 if I had more in my bag. I felt embarassed.

 They said, they are working on one and that if they release it they
 would release it to the INS at the same time.

   First of all let me say thanks for posing such a good questions, ( particularly does INS follow the guidlines issued by DOS ?) and sharing the same with us.
           
   I strongly believe that the AC21 guidance posted in Ron\'s website a very realiable one. No doubt about that. I have a great respect to Ron Gotcher. He really help us with his timely and accurate answers. I do not want rely on IIO information. I believe that in a week or two, we will be seeing this guidance.
