SPECIAL HANDLING PERM - indian citizen

I have a job offer for teaching from a community college. I have a PhD from US university and the job was advertised in chronicle of higher education so it satisfies the rules of SPECIAL HANDLING.

If my employer applies PR for me thro SPECIAL HANDLING. does it mean I will get PR (or a decision) fast or just means Labor certification is fast.

Also, does SPECIAL HANDLING mean anything since I am from India. I see even if qualified under EB2 I will still be under "SUBJECT to per-country limit". (Does SPECIAL HANDLING qualify one outside the per-country limit)
 
What's special handling ?
Since PERM was introduced, RIR and regular LC are gone and all the PERM is supposed to be the same, however, if you are qualified to EB1 or NIW, you don't need PERM.
