Special Green Card for non-US spouse.

I am an American citizen who is married to a Ukrainian citizen. We are going overseas as missionaries this summer and plan to be in and out of the US over the next 10 years. I would like to get a green card or a multi-entry visa for my wife so we can enter the country together without applying for a new visa each time. What is the best (and quickest) route to go?

We are not staying in the States past May, 2005. I read in a published source that there is an obscure law that allows American missionaries to obtain green cards or citizenship for their non-citizen spouses quickly. If that's true, how do I go about applying for it? What is the visa type?

One final note, my wife was previously in the States under a J-1 visa (as an exchange student) and must fulfill a 2 year home residency requirement. She had the requirement delayed so she could enter graduate school. She is currently here on a student (F-1) visa but she still has to meet the requirement. Will that cause problems?

Yes, HRR will cause a problem, because if she doesn't get a waiver or doesn't spend 2 years at home (cumulatively, not as one period of time), then she cannot get a GC.

There is no multiple entry special visa or a special gc for spouses of missionaries. Now, if you were in the military... You may have read about it, and you should then consult a good immigration lawyer.

She is married to a US citizen, and therefore will be denied a non-immigrant visa at the embassy - because they will always suspect her of immigrant intent.

Apply for her GC about a year to 9 months before her HRR is fulfilled, get a gc, make sure she maintains residence in the U.S. - otherwise, she will be forfeiting her GC, and be happy. Good luck!
