Some thing mysterious about the cut off number

I am sure one of you will help me understand this! I was looking at the archive of cut-off numbers in DV-06 and noticed something quite interesting. The cut of for Nigeria has been at 16 thousand in August (next to the last month) and then in September they are all current. It means every one in Nigeria that has won the DV-06 (all up to rank number 50000) have secured appointment in September. How can that be possible? How can the guys at the embassy handle all this cases just in one month?

As you may know, the last month for processing the DV of each fiscal year is September of that year. So in September all the numbers will be current, but the problem is that US embassies do not have enough vacant appointments that month to process everyone who is selected. On the other hand, since there is a limitation in number of visas issued with respect to DV lottery each year (50000 visas), the number of available visas in September is very restricted. Therefore, if your number is not current by September, your chance of getting green card is very low.
 
"current" doesn't unfortunately mean that all DV winner for this region/country ( if specified ).
The reason is simple : all of the guys left may not be able to all get an appointment ( time constraint : deadline = Sept 30th ).
 
I think there is some misunderstanding here. First of all, all numbers are not current in September. If you look at what happened in September 06,(the case of Africa for example). There are two countries who have only a portion of their winner got current, Egypt (up to 24300) and Ethiopia (up 25300). I think that restriction is always there for selected countries and regions every fiscal year. But the case for Nigeria was quite different. Nigeria has been heavily restricted throughout the entire fiscal year but only in the final month the restriction was lifted.
If every one is not going to secure the appointment then why was it necessary to lift the restriction in the first place?? In other words, why was it necessary to put everyone on “current” instead of putting it under restriction like in the case of Egypt and Ethiopia. I think it helps more if you quickly visit the archive of cut-off numbers from DV-06
