Some Questions about my N-400 filing

Hello,

I came to the US on a H1-B visa and then obtained a green card through marriage with my wife when I was 30 years old. I have some questions here before I file for my N-400 application in Los Angeles.

1. Do I have to wait for exactly 3 years before I mail in my application? a friend told me that I can mail it in 3 months before 3 years happens.

2. I did not register for selective service as I was on a H1B visa. What do I do for that question in the form? Nowhere it says on the SS website that if you were on a nonimmigrant visa, then you dont need to apply for it.

You can apply at 3 years minus 90 days.
You were 30 when you got your GC so no worries about selective service, it is only for males between the ages of 18-26.

You can apply at 3 years minus 90 days, but the marriage also needs to be 3 years or more. Most likely it will be since it takes time in getting GC, but just check the calculations.
 
Thanks for your replies. I am trying to find the clause for the timeline on the BCIS website which states that I can apply for the N-400 3 months minus 90 days. Does anyone have access to that link? Thanks
