I talked some INS officer and it might be a good idea to share some info on the "Retrogression".
What I heard is: "Retrogression" is more likey based on if I140 approved before 01/01/05 or not. That is, if you I140 approved, you might not need to worry about the "Retrogression". The original words is "you won't be tagged if I140 has already been approved". Which I think if your I140 approved, you already got a "Visa Number" and basically "Retrogression" is for the limited "Visa Number". Since you already have a "Visa Number", you won't use the quota again so your case will be continously processed.
On the other hand, it also means if your I140 not approved so far and you are in EB3 and from those countries, it might be true your I140/485 cases are tagged and you might need to wait for some time to reach a correct point.
