Singapore Transit Visa Requirement if Travelling on AP

It is related with pending 485 and is posted here because there are lot of knowledgeable people in this forum...
 
If you are making a stopover in Singapore, You should obtain the transit visa from singapore consulate as you may not get the transit visa at the air port with AP. They insist on seeing valid visa stamp in the pp.

If you are not going outside the airport then you don't need Transit visa.
But If you want to go out you need a transit visa. These days they are not giving at airport, we need to apply before we get there. Second alternative is your travelling flight management could get you transit visa at airport itself with some good reason and it happened for me recently.

My wife applied at Singapore consul at Newyork. visa was issued in 1 day
If you are making a stopover, its better to obtain visa from US

I believe she's required to get an invitation letter from her brother. What are the documents needed to submit an application for an entry visa? I called the Singapore consulate located at San Francisco since I am resident of Washington State, but didn't get much information except for the link to their website.

Will Advance Parole suffice as she doesn't have the visa on her passport?
