Simple assault charges and citizenship

Two weeks after I sent my N 400 appication ,I got a citation ticket with simple assault charges. I took a lawyer and the case was dismissed with no charges.On my interview day, I explained everything to the IO .She made copies for the ticket and the disposition.At the end of the interview ,she gave me that form N652 stated No decision cannot be made at this time
Do you guys think is it usual ?Any experience or Ideas?

Yes it is usual. Your application needs a supervisor's approval.
