Significance of transfer of I 485 to local office

Hi,
Can anyone briefly tell me why cases are transferred to the local offices? What are the implications if the case is transferred? Does it signify anything? Can it be done voluntarily at the request of the petitioner or does USCIS decide which case has to be transferred?

Your input much appreciated.
 
Some are transferred because of criminal record, some for missing medical stuff, some for inconsistent background check, some for suspicious marriage birth certificate and some because of random checking.
The major implication is delay in approval. It means annoyance and ... well, delay!

As to your last Q, it's done at USCIS' discretion. However, in view of what I said earlier, there are ways you can voluntarily trigger transfer, like ... drink 10 beers and go left-right on the freeway (when cops are looking).
