Significance of "some university courses" ?!

I was wondering why the DV Form considers people with "some university courses" separately than people with a high school or university degree...

1) Is it because people who started universirty but didnt complete it, are seen more favorably than people with just high school, or maybe they are seen as less favorably than people with a degree ?

2) My spouse has done university courses but didnt receive a degree, will it harm if i state in the application that she has completed high school only ?

You need a least a high school degree. I have not seen an explanation why they are asking for the other things. My guess, it's for the statistics to see what kind of people get DV-Visa.

Not less favorably.

Yes, it probably will harm. Your application could be disqualified because of mistakes in biographical data.

I don't think this is such a big issue. I'm sure they won't look into the matter if you say you have completed high school and stick to that in the interview. Have you ever heard of a BA being asked 'Are you absolutely sure you haven't completed some MA courses?'. If you bring your high school diploma and nothing else, what are they going to do? Disqualify you for meeting a basic requirement?
