Look at my timeline, it's almost 7 months, no any progress. Called 800, the second IO sent requests twice, got the letters and was told they are reviewing the case, need more time. still waiting

Should I write a letter to congressman to intervene my application? Will it help? Is there a rule for 180 days frame of naturalization? Thanks.

Did you make an infopass? Were you ever interviewed?

Are you sure you talked to 2nd level IO or just supervisor of the reps?

The IO do not usually request service request but the first line reps and their supervisor often do that. In my opinion, service request are useless.

By the interoffice memo of USCIS, rescheduled inetrview should happen within 3 months of original interview date.

Hwne you get to talk with second level IO, specifically ask where your file is.
Has it been transfered to the local DO or it is still with NBC. They can look it up

The reps escalated my phone calls to another officers, I assume they are second IOs (I made many calls). Two of them sent requests to local DO, and I got the letters too. The letters said they need additional review of the case, need longer time. Also, one of my calls, the second IO told my file is in local, and he didn't know anything there from his computer. I made an infopass about one month ago, the local DO lady told me they are waiting my files from NBC and one of the officer is reviewing my T-file (temporary file), asked me waiting IL, useless infopass, this time. I am wondering if I need make another infopass after one month now. My original ID is 10/1/09, it will be three month by new year day. I wish I can see the IL in my mailbox.

Any thoughts are helpful.

I do think that you should contact your local congressional representative and ask for help. In my experience, this is the only way to get really accurate information about a case. So at the very least you'll find out what exactly is going on.

Thanks. I am thinking about to write letters to both Senator (TX) and House Representative from Houston. But, I need to confirm if there is a regulation mandated by congress that naturalization should be done in 180 days.

Why not also try ombudsman
 
I suggest you try either a Senator or Congreeman, not both. I don't see any purpose in both of them contacting USCIS for the same case

Also, if you use only one now, maybe you can use other one later (just incase if further intervention is required)

One has two senators and one house rep to use. So one has three.

You'll need to locate find their names for your civic tests
