Should I enclose a personal letter?

Hi!

I've finally collected all the forms, photos, marriage certificate, translation of the certificate and I am now ready to send them to KCC. Should I enclose a letter explaining that I got married after the 1st NL and I am sending the marriage cetificate and its translation or should I leave it as it is? Does the marriage cert. need the rank no on the upper right corner?

it's not a personal letter, it's a cover letter, and it's advisable, but not required.
all of the supporting documents need the case # in the corner. I'd send a copy of the marriage certificate, not the certificate itself.
